Waiver Overview

On December 2011, Texas Health and Human Services Commission (HHSC) received federal approval of an 1115 Healthcare Transformation waiver that gave Texas a methodology to improve its healthcare programs. The waiver created an
Uncompensated Care Pool (UC) and a Delivery System Reform Incentive Payment (DSRIP) pool to incentivize hospitals and others to transform their service delivery practices to improve quality, health status, patient experience, coordination and cost-effectiveness.

TexasRegional Healthcare Partnership (RHP) Regions

In August 2012, HHSC approved 20 RHP regions. Our area is region 5 which consists of Starr County, Hidalgo County, Willacy County and Cameron County.  Hidalgo County is the achor entity for Region 5.  "An anchoring entity is the single IGT in an RHP serving as the primary contact to HHSC responsible for providing opportunities for public input to the development of RHP plans and coordinating discussion and review of proposed RHP plans prior to plan submission to the State."

1115 Waiver Renewal Approval


On December 21, 2017, CMS approved a five year renewal of the Texas 1115
Transformation Waiver from October 2017 to September 2022, demonstration Years 7 – 11. The renewal continues Medicaid managed care statewide along with the Uncompensated Care pool and the Delivery System Reform Incentive Payment program pool.

The DSRIP funding pool has been extended four years, through September 30, 2021. Pool sizes are $3.1 billion in DY7-8, $2.91 billion in DY9-10, $0 in DY11.
